The mistake

The new CI check fails the build on any fix this later comment, so it checks for the comment, not for the problem the comment describes. The quickest way to pass is a find-and-delete across the codebase. That leaves every bug in place and throws away the only record of where the 4,112 known issues were (Goodhart's law: the measure becomes the target). A safer check blocks only new markers and lets the existing count go down but never up, and it turns old notes into tracked tickets rather than letting them be deleted.
